Our history and background
We focus on the needs of the real estate and development communities

Founded in 2014 by Jennifer & Chris Owens, Plum Creek Consulting was formed as a small, woman-owned business that works to serve the civil engineering and construction consulting needs in the real estate community.

We provide due diligence, entitlement, land planning, site/civil design, infrastructure, permitting, and construction management services. We also procure and lead other sub-disciplines as needed to accomplish our client’s goals.

Jennifer has worked for both large and small general contractors throughout her career, and has held positions at every level of general contracting, pre-construction and estimating, operations, and closeout.

Chris has worked in a variety of engineering practices, from very small organizations to the world’s largest. This experience has afforded him the ability to work on a variety of project types and sizes.

Most importantly, their 50+ years of combined experience allows them to serve clients with a full understanding of how their disciplines interact in the overall process for a project. This approach provides clients with a personal, hands-on experience like no other in the industry.

Chris is a registered professional civil engineer in three states with over 27 years of experience in the private land development, real estate, and municipal fields. He has assisted land owners, institutions, and Community Improvement Districts in the metropolitan Atlanta area and abroad. His holistic approach supports private property owners’ goals while navigating public policy and procedures. Chris has also provided value to many State and Local government partners by serving their engineering, management, construction, and expert witness related needs.

Jennifer and Chris reside in Alpharetta, Georgia and have two children.

They are active in their community. Chris is a member of the Lionheart School Board of Directors, which is a school focusing on broad-spectrum autism needs. They are both members of Alpharetta Rotary Club and volunteer professional services to North Fulton Community Charities. Chris serves on the Ed Isakson/Alpharetta Family YMCA Advisory Board. Jennifer led a local Girl Scout Troop for over 10 years, and both Chris and Jennifer were trained leaders for Boy Scout Troop 51 in Roswell.

Elected to Alpharetta City Council in 2009, Chris held a city-wide post for over 8 years. He was appointed by the Mayor to serve as the Council’s liaison to the Department of Engineering and Public Works. He was also selected by his fellow council members to serve as Mayor Pro-Tem.
